Bahrain’s innovative method of rehabilitating prisoners through open prisons has been endorsed by the United States for the second time this week, after the U.S. Ambassador to Bahrain met delegates from the Kingdom’s flagship alternative-sentencing program.
Stephanie Hallett, the U.S. Ambassador to Bahrain, toured the Open Prisons Complex on September 2 during an official visit to the resort-style correctional facility, where she met with Shaikh Khalid bin Rashid Al Khalifa, Director General of Verdict Enforcement and Alternative Sentencing.
The meeting was held to discuss ways in which the U.S.-Bahraini partnership might be expanded to promote correctional reforms, and to exchange views on how either nation could assist the other in its efforts to reintegrate prisoners into society.
The Open Prisons Complex in Bahrain has served as a model rehabilitation program for the Middle East, and has pioneered a correctional system that has earned the accreditation of the American Correctional Association, making it the first foreign penal institution to meet the standards set by this U.S.-based organization.
During her tour, Hallett was walked through the complex’s living quarters, support services and vocational offerings, gaining a firsthand look at how the facility prepares residents for life after release.
Officials briefed her on efforts to build job skills among participants and ease their transition back into their communities, framing the programme as less about confinement and more about equipping people to contribute productively once freed.
Shaikh Khalid used the meeting to underscore the broader strategic relationship binding Manama and Washington, pointing to sustained collaboration spanning multiple sectors beyond justice and security.
Both sides flagged interest in trading further expertise and tapping into international best practices to refine rehabilitation efforts going forward.
Hallett closed her visit by commending the progress the programme has made and the range of services extended to participants.
